As I recall (this was a "one and off" tie) it's 3 or 4 tail feather barbs twisted and then palmered over an underlying thread body, Dana. I tied this on a whim after seeing Steve Bird's version tied with grouse feathers native to the western USA.

Dana ~ I went back to check Steve's pattern (see http://soft-hacklejournal.blogspot.com/ ... =allgrouse ) and need to add a strand of pearl Krystalflash to the twisted bundle of tail fibers on my variation. (Couldn't remember what was causing those spots of reflected light in the photo. :oops: )
