Howdy All;
I was asking along these same lines shortly after I moved here and
was wondering about the Sandhill Cranes that migrate down here
for the Winters. Spoke to one of the local DNR types and he told me
they were under Federal jurisdiction. Contacted the Feds and pretty
much what REE mentioned. It's legal to shoot an kill one, with the
proper licenses, permits and such, but illegal to pick-up a molted
or cast off feather . I know ... sounds kinda stupid, right?

the sandhill crane has many MANY useful feathers(in my best David Attenborough voice). Allegedly, they are good to eat. Maybe you could find a hunt club nearby ??
Years back, someone showed me different feathers from this bird. They were so nice and useful, the memory has stayed with me ever since.

At my present age, I get a free license, just have to cough up the Fed. bits.
Those things are like fleas on a neglected dog down here in the Winter. This
is like Miami Beach for New Yorkers that time of year. Down right infested with'em.
