small crochet needle or, I believe its called a nit picker. You find them at walMart in the sewing section. Looks like a small hook with a piece that flips back up once you hook the thread or in this case PT fiber...

I use tweezers to reach thru a loop and pull the "top" end back through. Experimenting will teach you how manipulate the knot location ...

I use a very fine crochet hook, but you can use a simple bodkin needle as well. It just takes a little practice. You essentially make a loop with the fibres and then flick the tips through the loop. Not hard when you get the hang of it and it's great to do up a bunch while you're watching the tube.

A curved hemostat works well for me too!

Have you tried the little threading tool that comes in a sewing kit? I've never tied PT legs before but that seems like it should work. Maybe a small mono loop taped to a toothpick or pencil. Great, now I've got something else to add to the list of things to try.

Go to Charlie Craven's site and look at the tutorial for Dave's Hopper. Charlie shows you how to use the nit-picker.

Here is my method for tying hopper legs using Pheasant Tail:
#1 Pull off about 5 barbs after "combing" them to equal distance
#2 With thread I wrap the "stem" end of the barbs 3 times
#3 Pull tight and put 2 hitches on and cut ruff off end for a clean end to push through loop
#4 loop end over end, pull threaded end through hole, pull tight while sliding loop down towards barb ends
#5 Dab a little Sally Hansen on knot for strength
